Meet Our Graduate Fellows

While the HCNY Foundation started with a focus on providing scholarship funds for Harvard College students, it has since expanded its activities.

Captain John Hall

2013 Fellow

John is a newly-minted Captain assigned to the Patrol Services Bureau. Prior to his promotion he was a Lieutenant in the Department’s Crime Analysis and Program Planning Section where he worked to improve the Department’s capacity for data-driven decision-making.

John also recently served on the Police Commissioner’s Reengineering Group tasked with evaluating and improving the Department’s collaborative efforts with outside entities.

As a Sergeant, John worked in the Office of Management Analysis and Planning where he developed and evaluated the Department’s video-taped interrogation program, studied the operational impacts of the Rockefeller Drug Law Reform, and revised the Department’s marijuana arrest policy. John has also held operational positions in the Patrol Bureau and Organized Crime Control Bureau.

Prior to joining the Department John conducted cell biology research at both Cornell University and Mt. Sinai School of Medicine. He received a Bachelor’s Degree in biochemistry from Cornell University and attended the Harvard Kennedy School of Government as a Foundation Fellow receiving his Masters in Public Administration in 2014. John resides in Sunnyside, Queens.
